When most pages are in use or have not been emptied yet (by the garbage collection process), the writes are cached in the DRAM and/or the small of extra fast flash. When that is also filled-up, degradation of write performance occurs for the drive to be able to keep with the garbage collection. In other words, writes are throttled until enough of empty pages are available.
